The CIA and Human Experiments: Biological, Chemical, Radiological, and Psychological Tests — Often On Prisoners Without Consent

We used to think that cruel and inhuman experiments on human beings were conducted only in the concentration camps of Nazi Germany. However, unfortunately, we ever more often find out that such experiments are performed almost regularly in the United States by US intelligence agencies, and even citizens of the United States are among those who suffer in these experiments on human beings.

Recently, the international community obtained yet another piece of evidence of criminal nature of the CIA – the main instrument of Washington’s ‘democracy’. As follows from the secret documents made public by “The Guardian” newspaper, the CIA, in its program of torture of alleged terrorists in US prisons, performed inhuman experiments on human beings in the style of Nazi Germany butchers.

The American Civil Rights Union got a secret document submitted by the journalists of The Guardian newspaper (UK), from which it becomes apparent that the CIA director authorized his employees to perform in prisons acts illegal under international law. The document notes that the CIA, according to the ‘guiding principles’ dated back to 1987 and then updated several times, should not sponsor, order, or conduct research on humans. However, the head of this agency was endowed with the authority ‘to approve, modify or reject all proposals concerning research on human beings’, and this ‘freedom’ conferred to him had not been publicly announced before.

Thus, according to the British newspaper, from 1997 to 2004 the CIA Director George Tenet authorized harsh interrogation techniques, including ‘waterboarding’, and instructed doctors to observe the process of torture and the prisoners’ reaction. These revelations about ‘enhanced interrogation techniques’ of the CIA are in complete contradiction not only with international but also domestic US law, which clearly states that ‘research’ on humans can be done only with their informed consent. However, the CIA edited one of the four sections on experiments on human beings. After examining the declassified documents, one expert pointed out that the regulation proposed by the CIA manipulates the basic definitions of human experiments in order to ensure the continuation of the program of torture. According to the former investigator for war crimes and current researcher at the Harvard Humanitarian Initiative Nathaniel Raymond: ‘The first crime by the CIA was torture. The second crime was ‘research without consent’.’

Having studied the document, experts noted that the National Security Agency and its medical staff, whose functions include regulation and supervision of research on human beings, violated the ‘guidelines’ emanating from Executive Law 12333 – which dates back to the Reagan years.

However, it should be noted that reports about experiments on its own citizens, carried out in the laboratories of the CIA, are not new. US intelligence agencies have throughout their existence repeatedly been accused of conducting cruel experiments on humans, including on its own citizens.

For example, in 1950, to simulate bacteriological warfare, two aircraft flew over San Francisco and sprayed a large amount of powder containing the bacteria Serratia marcescens, causing many residents to contract pneumonia and die. These experiments with the bacterium Serratia marcescens continued until 1969.

In 1955 in Florida near Tampa Bay pertussis bacteria were scattered, which immediately caused a massive epidemic of the disease. At least 12 people died.

In 1956 and 1957 in Georgia and Florida the CIA implemented another secret operation, during which millions of mosquitoes infected with yellow fever and dengue fever were released.

From 1963 to 1969 within Shipboard Hazard and Defence Project (SHAD) several types of bacteriological and chemical weapons were released on US Navy ships, and the crews suspected nothing when they began to be inundated with sarin, VX gas, and cadmium salts.

In the late 1960s, during another secret US intelligence operation, called ‘Study of the Vulnerability of Subway Passengers to Covert Attack with Biological Agents’, hay bacillus bacteria were released into New York and Chicago subways.

A secret medical research of the government of the United States on the inhabitants of the Marshall Islands – ‘Project 4.1′ is also well known: during the experiment people were exposed to radiation after the nuclear tests at Bikini Atoll on March 1, 1954. As a result of radioactive contamination, among women in the first five years after the tests the number of miscarriages and stillbirths doubled, and many of the newborns who survived soon developed cancer.

Another, possibly most infamous biomedical experiment on the residents of the United States in American history could be the study of syphilis in the city of Tuskegee, Alabama, which lasted from 1932 to 1972 and was conducted under the auspices of the US Public Health Service and was designed to investigate all stages of syphilis in African-Americans. During this ‘study’ American scientists hid the existence of penicillin from the subjects, and continued testing experimental materials, ostensibly in search medicine. As a result, many people were affected, some died of syphilis and infected their wives and children.

In 1974, The New York Times newspaper published a sensational journalistic investigation, which resulted in the exposure of one of the most sinister and mysterious projects – a CIA program code-named ‘MC-Ultra’, dedicated to searching for methods to establish full control over the mind and consciousness of a human being. During the existence of this project from the early 50s to late 60s thousands of people passed through the hands of the ‘experimenters’, some of the subjects developed serious mental disorders, and many just died. Soon after the appearance of this publication, the US Congress established a special commission to investigate the activities of the CIA, which was joined by a presidential commission headed by Nelson Rockefeller. However, the government investigation was seriously hindered by the fact that the CIA had managed by this point to destroy a significant portion of documents that could shed some light, and most of the surviving documentary evidence has not been declassified.

Another very famous psychological experiment on humans was so-called Stanford Prison Experiment, which was conducted in 1971 by the American psychologist Philip Zimbardo and was a study of a human response to restrictions of freedom in terms of prison life and an influence of a person’s social role. Twenty-four undergraduate students were the subjects of the test, which took place in the basement of the Faculty of Psychology, specially equipped to serve as prison premises.

Eight human rights organizations, including the very influential Amnesty International and Human Rights Watch, in 2010 filed a formal request for an investigation of the CIA, accusing it of conducting illegal medical experiments on the citizens of Iraq and Afghanistan in 2004-2009. According to testimonies of human rights defenders, costly cancer drugs were tested on prisoners suspected of links to terrorists, which was supposed to bring in hundreds of millions of dollars of super-profits for pharmacists and medical centres. If human rights defenders are right, the Americans killed at least 300 people by testing Coley’s toxin in Iraq alone. Experiments with Burton’s serum were also widely conducted – in Iraq five hundred people were forced to participate.

At the end of the World War II, a significant number of the Nazis received death sentences at the Nuremberg trials for their inhuman experiments on human beings. But the US prefers to remain silent on its ‘human capabilities researchers’, keeping such activities classified. After all, there was a reason that in 1947 the US Commission on Nuclear Energy released ‘Medical Experiments on Humans,’ document that stated: ‘It is desirable that when conducting experiments on human beings no documents be created that might cause a negative public reaction… documents containing such information should be classified.’

As a result, up to date, no US official has been convicted of inhuman experiments on their own compatriots. However, the activities of different public and non-governmental organizations in the US are permitted by this ‘stronghold of world democracy’ to detect only failures on the part of countries that are foes of the White House.

Is it not the time for the United States itself to give account before its own people and the global public for the numerous experiments on human beings conducted by US intelligence agencies?

Entire Anthrax Investigation Was A Sham — Says FBI Man Who Headed the Investigation

The FBI head agent in charge of the anthrax investigation – Richard Lambert – has just filed a federal whistleblower lawsuit calling the entire FBI investigation bulls**t:

In the fall of 2001, following the 9/11 attacks, a series of anthrax mailings occurred which killed five Americans and sickened 17 others. Four anthrax-laden envelopes were recovered which were addressed to two news media outlets in New York City (the New York Post and Tom Brokaw at NBC) and two senators in Washington D.C. (Patrick Leahy and Tom Daschle). The anthrax letters addressed to New York were mailed on September 18, 2001, just seven days after the 9/11 attacks. The letters addressed to the senators were mailed 21 days later on October 9, 2001. A fifth mailing of anthrax is believed to have been directed to American Media, Inc. (AMI) in Boca Raton, Florida based upon the death of one AMI employee from anthrax poisoning and heavy spore contamination in the building.

Executive management at FBI Headquarters assigned responsibility for the anthrax investigation (code named “AMERITHRAX”) to the Washington Field Office (WFO), dubbing it the single most important case in the FBI at that time. In October 2002, in the wake of surging media criticism, White House impatience with a seeming lack of investigative progress by WFO, and a concerned Congress that was considering revoking the FBI’s charter to investigate terrorism cases, Defendant FBI Director Mueller reassigned Plaintiff from the FBI’s San Diego Field Office to the Inspection Division at FBI Headquarters and placed Plaintiff in charge of the AMERITHRAX case as an “Inspector.” While leading the investigation for the next four years, Plaintiff’s efforts to advance the case met with intransigence from WFO’s executive management, apathy and error from the FBI Laboratory, politically motivated communication embargos from FBI Headquarters, and yet another preceding and equally erroneous legal opinion from Defendant Kelley – all of which greatly obstructed and impeded the investigation.

On July 6, 2006, Plaintiff provided a whistleblower report of mismanagement to the FBI’s Deputy Director pursuant to Title 5, United States Code, Section 2303. Reports of mismanagement conveyed in writing and orally included: (a) WFO’s persistent understaffing of the AMERITHRAX investigation; (b) the threat of WFO’s Agent in charge to retaliate if Plaintiff disclosed the understaffing to FBI Headquarters; (c) WFO’s insistence on staffing the AMERITHRAX investigation principally with new Agents recently graduated from the FBI Academy resulting in an average investigative tenure of 18 months with 12 of 20 Agents assigned to the case having no prior investigative experience at all; (d) WFO’s eviction of the AMERITHRAX Task Force from the WFO building in downtown Washington and its relegation to Tysons Corner, Virginia to free up space for Attorney General Ashcroft’s new pornography squads; (e) FBI Director’s Mueller’s mandate to Plaintiff to “compartmentalize” the AMERITHRAX investigation by stove piping the flow of case information and walling off task force members from those aspects of the case not specifically assigned to them – a move intended to stem the tide of anonymous media leaks by government officials regarding details of the investigation. This sequestration edict decimated morale and proved unnecessary in light of subsequent civil litigation which established that the media leaks were attributable to the United States Attorney for the District of the District of Columbia and to a Supervisory Special Agent in the FBI’s National Press Office, not to investigators on the AMERITHRAX Task Force; (f) WFO’s diversion and transfer of two Ph.D. Microbiologist Special Agents from their key roles in the investigation to fill billets for an 18 month Arabic language training program in Israel; (g) the FBI Laboratory’s deliberate concealment from the Task Force of its discovery of human DNA on the anthrax-laden envelope addressed to Senator Leahy and the Lab’s initial refusal to perform comparison testing; (h) the FBI Laboratory’s refusal to provide timely and adequate scientific analyses and forensic examinations in support of the investigation; (i) Defendant Kelley’s erroneous and subsequently quashed legal opinion that regulations of the Occupational Safety and Health Administration (OSHA) precluded the Task Force’s collection of evidence in overseas venues; (j) the FBI’s fingering of Bruce Ivins as the anthrax mailer; and, (k) the FBI’s subsequent efforts to railroad the prosecution of Ivins in the face of daunting exculpatory evidence.

Following the announcement of its circumstantial case against Ivins, Defendants DOJ and FBI crafted an elaborate perception management campaign to bolster their assertion of Ivins’ guilt. These efforts included press conferences and highly selective evidentiary presentations which were replete with material omissions. Plaintiff further objected to the FBI’s ordering of Plaintiff not to speak with the staff of the CBS television news magazine 60 Minutes or investigative journalist David Willman, after both requested authorization to interview Plaintiff.

In April 2008, some of Plaintiff’s foregoing whistleblower reports were profiled on the CBS television show 60 Minutes. This 60 Minutes segment was critical of FBI executive management’s handling of the AMERITHRAX investigation, resulting in the agency’s embarrassment and the introduction of legislative bills calling for the establishment of congressional inquiries and special commissions to examine these issues – a level of scrutiny the FBI’s Ivins attribution could not withstand.

After leaving the AMERITHRAX investigation in 2006, Plaintiff continued to publicly opine that the quantum of circumstantial evidence against Bruce Ivins was not adequate to satisfy the proof-beyond-a-reasonable doubt threshold required to secure a criminal conviction in federal court. Plaintiff continued to advocate that while Bruce Ivins may have been the anthrax mailer, there is a wealth of exculpatory evidence to the contrary which the FBI continues to conceal from Congress and the American people.

Exonerating Evidence for Ivins

Agent Lambert won’t publicly disclose the exculpatory evidence against Ivins. As the New York Times reports:
[Lambert] declined to be specific, saying that most of the information was protected by the Privacy Act and was unlikely to become public unless Congress carried out its own inquiry.
But there is already plenty of exculpatory evidence in the public record.

For example:
  • Handwriting analysis failed to link the anthrax letters to known writing samples from Ivins
  • No textile fibers were found in Ivins’ office, residence or vehicles matching fibers found on the scotch tape used to seal the envelopes
  • No pens were found matching the ink used to address the envelopes
  • Samples of his hair failed to match hair follicles found inside the Princeton, N.J., mailbox used to mail the letters
  • No souvenirs of the crime, such as newspaper clippings, were found in his possession as commonly seen in serial murder cases
  • The FBI could not place Ivins at the crime scene with evidence, such as gas station or other receipts, at the time the letters were mailed in September and October 2001
  • Lab records show the number of late nights Ivins put in at the lab first spiked in August 2001, weeks before the 9/11 attacks
As noted above, the FBI didn’t want to test the DNA sample found on the anthrax letter to Senator Leahy. In addition, McClatchy points out:
After locking in on Ivins in 2007, the bureau stopped searching for a match to a unique genetic bacterial strain scientists had found in the anthrax that was mailed to the Post and to NBC News anchor Tom Brokaw, although a senior bureau official had characterized it as the hottest clue to date.
Anthrax vaccine expert Meryl Nass. M.D., notes:
The FBI’s alleged motive is bogus. In 2001, Bioport’s anthrax vaccine could not be (legally) relicensed due to potency failures, and its impending demise provided room for Ivins’ newer anthrax vaccines to fill the gap. Ivins had nothing to do with developing Bioport’s vaccine, although in addition to his duties working on newer vaccines, he was charged with assisting Bioport to get through licensure.

The FBI report claims the anthrax letters envelopes were sold in Frederick, Md. Later it admits that millions of indistinguishable envelopes were made, with sales in Maryland and Virginia.

FBI emphasizes Ivins’ access to a photocopy machine, but fails to mention it was not the machine from which the notes that accompanied the spores were printed.
FBI Fudged the Science

16 government labs had access to the same strain of anthrax as used in the anthrax letters.

The FBI admitted that up to 400 people had access to flask of anthrax in Dr. Ivins’ lab. In other words, even if the killer anthrax came from there, 399 other people might have done it.

However, the FBI’s claim that the killer anthrax came from Ivins’ flask has fallen apart. Specifically, both the National Academy of Science and the Government Accountability Office – both extremely prestigious, nonpartisan agencies – found that FBI’s methodology and procedures for purportedly linking the anthrax flask maintained by Dr. Ivins with the anthrax letters was sloppy, inconclusive and full of holes. They found that the alleged link wasn’t very strong … and that there was no firm link. Indeed, the National Academy of Sciences found that the anthrax mailed to Congressmen and the media could have come from a different source altogether than the flask maintained by Ivins.

After all, the entire Ft. Detrick facility – where Ivins worked – only dealt with liquid anthrax. But the killer anthrax was a hard-to-make dry powder form of anthrax. Ft. Detrick doesn’t produce dry anthrax; but other government labs – in Utah (Dugway) and Ohio (Batelle) – do.

The anthrax in the letters was also incredibly finely ground; and the FBI’s explanation doesn’t pass the smell test.

Moreover, the killer anthrax in the letters had a very high-tech anti-static coating so that the spores “floated off the glass slide and was lost” when scientists tried to examine them. Specifically, the killer anthrax was coated with polyglass and each anthrax spore given an electrostatic charge, so that they would repel other spores and “float”. In other words, this was very advanced bio-weapons technology.

Top anthrax experts like Richard Spertzel say that Ivins didn’t do it. Spertzel also says that only 4 or 5 people in the entire country knew how to make anthrax of the “quality” used in the letters, that Spertzel was one of them, and it would have taken him a year with a full lab and a staff of helpers to do it. As such, the FBI’s claim that Ivins did it alone working a few nights is ludicrous.

Moreover, the killer anthrax contained silicon … but the anthrax in Ivins’ flask did not. The FBI claimed the silicon present in the anthrax letters was absorbed from its surroundings … but Lawrence Livermore National Laboratories completely debunked that theory. In other words, silicon was intentionally added to the killer anthrax to make it more potent. And Ivins and Ft. Detrick didn’t have that capability; but other government labs did.

Similarly, Sandia National Lab found the presence of iron and tin in the killer anthrax … but NOT in Ivins’ flask of anthrax.

Sandia also found that there was a strain of bacteria in one of the anthrax letters not present in Ivins’ flask.

The Anthrax Frame Up

Ivins wasn’t the first person framed for the anthrax attacks …

Although the FBI now admits that the 2001 anthrax attacks were carried out by one or more U.S. government scientists, a senior FBI official says that the FBI was actually told to blame the Anthrax attacks on Al Qaeda by White House officials (remember what the anthrax letters looked like). Government officials also confirm that the white House tried to link the anthrax to Iraq as a justification for regime change in that country. And see this.

People don’t remember now, but the “war on terror” and Iraq war were largely based on the claim that Saddam and Muslim extremists were behind the anthrax attacks (and see this and this)

And the anthrax letters pushed a terrified Congress into approving the Patriot Act without even reading it. Coincidentally, the only Congressmen who received anthrax letters were the ones who were likely to oppose the Patriot Act.

And – between the Al Qaeda/Iraq angle and Ivins – the FBI was convinced that another U.S. government scientist, Steven Hatfill, did it. The government had to pay Hatfill $4.6 million to settle his lawsuit for being falsely accused.

Ivins’ Convenient Death

It is convenient for the FBI that Ivins died.

The Wall Street Journal points out:
No autopsy was performed [on Ivins], and there was no suicide note.
Indeed, one of Ivins’ colleagues at Ft. Deitrich thinks he was murdered.

Whether murder or suicide, Ivins’ death was very convenient for the FBI, as dead men can’t easily defend themselves.

British military experts were asked to draw up guidance at the height of the Ebola outbreak in west Africa late last year on the feasibility and potential impact of terrorists “weaponising” the virus.

The Ministry of Defence has released a heavily redacted report, prepared in October, that identified three scenarios involving the exploitation of Ebola for bioterrorism.

Details of the first scenario are entirely blacked out, as are most of those of the second, which is described as “logistically and technically challenging for a non-state group to undertake”.

It adds: “Clearly there are practical issues involved with such a scenario that of themselves are often not insurmountable but taken together add to the complexity of successfully undertaking this attack.”

The third scenario – details of which were also heavily redacted – was described as the “most technically challenging”.

Jennifer Cole, a senior research fellow at the Royal United Services Institute for Defence and Security Studies, said she wasn’t surprised the report had been drawn up. “The US and UK military have been carrying out research for some time into infectious diseases,” she said. “The fact that vaccines are so far along in development is because of concerns that the US has had about the virus being weaponized.”

Operating out of South Africa during the Apartheid era in the early 1980’s, Dr. Wouter Basson launched a secret bioweapons project called Project Coast. The goal of the project was to develop biolunogical and chemical agents that would either kill or sterilize the black population and assassinate political enemies. Among the agents developed were Marburg and Ebola viruses.

Basson is surrounded by cloak and dagger intrigue, as he told Pretoria High court in South Africa that “The local CIA agent in Pretoria threatened me with death on the sidewalk of the American Embassy in Schoeman Street.” According to a 2001 article in The New Yorker magazine, the American Embassy in Pretoria was “terribly concerned” that Basson would reveal deep connections between Project Coast and the United States.

In 2013, Basson was found guilty of “unprofessional conduct” by the South African health council.

Bioweapons expert Jeanne Guillemin writes in her book Biological Weapons: From the Invention of State-Sponsored Programs to Contemporary Bioterrorism, “The project‘s growth years were from 1982 to 1987, when it developed a range of biological agents (such as those for anthrax, cholera, and the Marburg and Ebola viruses and for botulinum toxin)…“

Basson’s bioweapons program officially ended in 1994, but there has been no independent verification that the pathogens created were ever destroyed. The order to destroy them went directly to Dr. Basson. According to the Wall Street Journal, “The integrity of the process rested solely on Dr. Basson’s honesty.”

Basson claims to have had contact with western agencies that provided “ideological assistance” to Project Coast. Basson stated in an interview shot for the documentary Anthrax War that he met several times with Dr. David Kelly, the infamous UN weapons inspector in Iraq. Kelly was a top bioweapons expert in the United Kingdom. He was found dead near his home in Oxfordshire in 2003. While the official story claims he committed suicide, medical experts highly doubt this story.

In a 2007 article from the Mail Online, it was reported that a week prior to his death, Dr. Kelly was to be interviewed by MI5 about his ties to Dr. Basson.

Dr. Timothy Stamps, Minister of Health of Zimbabwe, suspected that his country was under biological attack during the time that Basson was operating. Stamps told PBS Frontline in 1998 that “The evidence is very clear that these were not natural events. Whether they were caused by some direct or deliberate inoculation or not, is the question we have to answer.”

Stamps specifically named the Ebola and Marburg viruses as suspect. Stamps thinks that his country was being used as a testing ground for weaponized Ebola.

“I’m talking about anthrax and cholera in particular, but also a couple of viruses that are not endemic to Zimbabwe [such as] the Ebola type virus and, we think also, the Marburg virus. We wonder whether in fact these are not associated with biological warfare against this country during the hostilities… Ebola was along the line of the Zambezi [River], and I suspect that this may have been an experiment to see if a new virus could be used to directly infect people.”

The Ghanaian Times reported in early September on the recent Ebola outbreak, noting connections between Basson and bioweapons research. The article points out that, “…there are two types of scientists in the world: those who are so concerned about the pain and death caused to humans by illness that they will even sacrifice their own lives to try and cure deadly diseases, and those who will use their scientific skill to kill humans on the orders of… government…”

Indeed, these ideas are not new. Plato wrote over 2,000 years ago in his workThe Republic that a ruling elite should guide society, “…whose aim will be to preserve the average of population.” He further stated, “There are many other things which they will have to consider, such as the effects of wars and diseases and any similar agencies, in order as far as this is possible to prevent the State from becoming either too large or too small.”

As revealed by The Age, Nobel prize winning Australian microbiologist Sir Macfarlane Burnet secretly urged the Australian government in 1947 to develop bio weapons for use against the “overpopulated countries of South-East Asia.” In a 1947 meeting with the New Weapons and Equipment Development Committee, the group recommended that “the possibilities of an attack on the food supplies of S-E Asia and Indonesia using B.W. agents should be considered by a small study group.”

This information gives us an interesting perspective on the recent unprecedented Ebola outbreak. Is it an organic natural phenomenon? Did this strain of Ebola accidentally escape from a bioweapons lab? Or, was it deliberately released?

The US Military and the Ebola Outbreak: Developed Ebola As A Bio-Weapon — Was Onsite at the Moment of the Current Ebola Disease Outbreak

I continue to suspect that the Ebola outbreak in western Africa be the result of U.S. military biowarfare research gone awry.

As I previously reported:

The epicenter of the current Ebola epidemic is the Kenema Government Hospital in Sierra Leone. BeforeItIsNews claims the hospital houses a US a biosecurity level 2 bioweapons research lab. That claim is unconfirmed, however, this we do know.

Analysis of clinical samples from suspected Lassa fever cases in Sierra Leone showed that about two-thirds of the patients had been exposed to other emerging diseases, and nearly nine percent tested positive for Ebola virus. The findings, published in this month’s edition of Emerging Infectious Diseases, demonstrates that Ebola virus has been circulating in the region since at least 2006—well before the current outbreak, reports Global BioDefense.


According to GBD, the U.S. Army Medical Research Institute of Infectious Diseases has been operating in the area since 2006, supposedly working on “diagnostic tests.”

Author Randal J. Schoepp, PH. D. reports that because the USAMRIID team just happened to be working on disease identification and diagnostics in the area, they had pre-positioned assays in the region to address the ebola outbreak:

We had people on hand who were already evaluating samples and volunteered to start testing right away when the current Ebola outbreak started.

The laboratory testing site in Kenema is supported by the Armed Forces Health Surveillance Center-Global Emerging Infections Surveillance and Response System. Other contributors to the work include the Department of Defense Joint Program Executive Office-Critical Reagents Program, the Defense Threat Reduction Agency (DTRA) Cooperative Biological Engagement Program, and the DTRA Joint Science and Technology Office.
Metabiota Inc., a non-government organization (NGO) is also involved in the testing. It lists among its partners, the Department of State, Biological Engagement Program and the Department of Defense, Defense Threat Reduction Agency. Advisors to the NGO include Admiral Gary Roughead, former US Chief of Naval Operations.

In an August 1 story, the Army Times informed:

Filoviruses like Ebola have been of interest to the Pentagon since the late 1970s, mainly because Ebola and its fellow viruses have high mortality rates — in the current outbreak, roughly 60 percent to 72 percent of those who have contracted the disease have died — and its stable nature in aerosol make it attractive as a potential biological weapon.

Since the late 1970s and early 1980s, researchers at the U.S. Army Medical Research Institute of Infectious Diseases have sought to develop a vaccine or treatment for the disease.

Last year, USAMRIID scientists used a treatment, MB-003, on primates infected with Ebola after they became symptomatic; the treatment fully protected the animals when given one hour after exposure.

Two-thirds of infected primates were protected when treated 48 hours after exposure, according to a report published last August in Science Translational Medicine.

As I reported earlier, MB-003 appears to be part of the “secret serum” treatment being administered to the two Americans that are now in the U.S. and who contracted Ebola.

Friday in a television interview on Defense News with Vago Muradian, Assistant Secretary of Defense for Health Affairs Dr. Jonathan Woodson said, ”One of the things I don’t think many people realize is what a huge valuable asset the military health system is to this nation.”

“Not only are we a key enabler so that service members, men and women who … go in harm’s way will be taken care of, but we are a public health system, an education system, a research and development system,”

“The recent development with infectious disease issues in Africa — they are turning to the U.S. military to provide expertise.”

The Defense Department earlier this week issued a statement, which said:

A small group of military and civilian personnel assigned to the U.S. Army Medical Research Institute of Infectious Diseases, or USAMRIID, is in Liberia as part of a larger U.S. interagency response to the world’s worst outbreak of the Ebola virus which continues to spread in West Africa, a Defense Department spokesman said today.

Army Col. Steve Warren told reporters that personnel assigned to USAMRIID have established diagnostic laboratories in Liberia and Sierra Leone, two of three countries where the outbreak has been spreading in recent months.

“We also evaluate and develop diagnostic instruments and technologies for use in forward field medical laboratories and with the Joint Biological Agent Identification and Detection System, called JBAIDS, the diagnostics platform used across the DoD,” the statement added.

It’s really not a big jump to suspect that the military has also been doing research on Ebola as a bioweapon. As the Army Times notes about Ebola, “its stable nature in aerosol make it attractive as a potential biological weapon.” What better place, via the eyes of the U.S. military, to be messing around with such research than Africa? The thinking might go: If there is a misstep with the virus, research blowbacks don’t happen around US civilian populations.

It appears that some locals in eastern eastern Sierra Leone may have just such suspicions.

Specifically, they appear to be very suspicious of the “help” US personnel want to provide Ebola victims. Some of this suspicion may be the result of a failure by the locals to appreciate the techniques of modern medicine, but some may also be the result of whispers and rumors from locals who may have been low level workers close to US military research before the outbreak blew up.

Mainstream US media is now claiming that rumors about the early lab work at the Kenema hospital, where US military research may have been going on, were being spread by a “mentally ill former nurse.”

According to Bloomberg, the nurse is now in custody. Bloomberg also said that the nurse charged that health workers were using Ebola as a ruse to kill people and collect body parts. Whatever the nurse was really saying, the locals are certainly not happy with the research and the hospital.

Residents of Kenema in eastern Sierra Leone threw stones at the hospital and a police station, reports Bloomberg.

There is no smoking gun here, but one can certainly draw dots around the facts that suggest the U.S. military was the bad actor in this Ebola breakout.

When fighters belonging to a moderate Syrian rebel force raided an ISIS hideout earlier this year, they could never have expected to come away with a haul as valuable as this. What they found wasn't weapons or ammo or money, it was a laptop. A laptop filled with thousands of hidden files filled containing schemes, bomb-making instructions, and research on building a homebrew biological weapon of mass destruction.

The raid occurred in January in the Syrian province of Idlib, near the Turkish border. And earlier this week, the moderate group's commander, Abu Ali, handed the computer over to Foreign Policy reporters Harald Doornbos and Jenan Moussa for a look:

The laptop's contents turn out to be a treasure trove of documents that provide ideological justifications for jihadi organizations — and practical training on how to carry out the Islamic State's deadly campaigns. They include videos of Osama bin Laden, manuals on how to make bombs, instructions for stealing cars, and lessons on how to use disguises in order to avoid getting arrested while traveling from one jihadi hot spot to another.

US Biological Warfare Researchers Are in the Ebola Virus Outbreak Zone — What Are They Doing There?

This is a call for an immediate, thorough, and independent investigation of Tulane University researchers (see here and here) and their Fort Detrick associates in the US biowarfare research community, who have been operating in West Africa during the past several years.
What exactly have they been doing?

Exactly what diagnostic tests have they been performing on citizens of Sierra Leone?

Why do we have reports that the government of Sierra Leone has recently told Tulane researchers to stop this testing?

Have Tulane researchers and their associates attempted any experimental treatments (e.g., injecting monoclonal antibodies) using citizens of the region? If so, what adverse events have occurred?

The research program, occurring in Sierra Leone, the Republic of Guinea, and Liberia—said to be the epicenter of the 2014 Ebola outbreak—has the announced purpose, among others, of detecting the future use of fever-viruses as bioweapons.

Is this purely defensive research? Or as we have seen in the past, is this research being covertly used to develop offensive bioweapons?

For the last several years, researchers from Tulane University have been active in the African areas where Ebola is said to have broken out in 2014.

These researchers are working with other institutions, one of which is USAMRIID, the US Army Medical Research Institute of Infectious Diseases, a well-known center for biowar research, located at Fort Detrick, Maryland.

In Sierra Leone, the Tulane group has been researching new diagnostic tests for hemorrhagic fevers.

Note: Lassa Fever, Ebola, and other labels are applied to a spectrum of illness that result in hemorrhaging.

Tulane researchers have also been investigating the use of monoclonal antibodies as a treatment for these fevers—but not on-site in Africa, according to Tulane press releases.

Here are excerpts from supporting documents.

Tulane University, Oct. 12, 2012, “Dean’s Update: Update on Lassa Fever Research” (.pdf here):

“In 2009, researchers received a five-year $7,073,538 grant from the National Institute of Health to fund the continued development of detection kits for Lassa viral hemorrhagic fever.

“Since that time, much has been done to study the disease. Dr. Robert Garry, Professor of Microbiology and Immunology, and Dr. James Robinson, Professor of Pediatrics, have been involved in the research of Lassa fever. Together the two have recently been able to create what are called human monoclonal antibodies. After isolating the B-cells from patients that have survived the disease, they have utilized molecular cloning methods to isolate the antibodies and reproduce them in the laboratory. These antibodies have been tested on guinea pigs at The University of Texas Medical Branch in Galveston and shown to help prevent them from dying of Lassa fever…

“Most recently, a new Lassa fever ward is being constructed in Sierra Leone at the Kenema Government Hospital. When finished, it will be better equipped to assist patients affected by the disease and will hopefully help to end the spread of it.” [The Kenema Hospital is one of the centers of the Ebola outbreak.]

Here is another release from Tulane University, this one dated Oct. 18, 2007. “New Test Moves Forward to Detect Bioterrorism Threats.”

“The initial round of clinical testing has been completed for the first diagnostic test kits that will aid in bioterrorism defense against a deadly viral disease. Tulane University researchers are collaborating in the project.

“Robert Garry, professor of microbiology and immunology at Tulane University, is principal investigator in a federally funded study to develop new tests for viral hemorrhagic fevers.

“Corgenix Medical Corp., a worldwide developer and marketer of diagnostic test kits, announced that the first test kits for detection of hemorrhagic fever have competed initial clinical testing in West Africa.

“The kits, developed under a $3.8 million grant awarded by the National Institutes of Health, involve work by Corgenix in collaboration with Tulane University, the U.S. Army Medical Research Institute of Infectious Diseases, BioFactura Inc. and Autoimmune Technologies.

“Clinical reports from the studies in Sierra Leone continue to show amazing results,” says Robert Garry, professor of microbiology and immunology at the Tulane University School of Medicine and principal investigator of the grant.

“We believe this remarkable collaboration will result in detection products that will truly have a meaningful impact on the healthcare in West Africa, but will also fill a badly needed gap in the bioterrorism defense.

“…The clinical studies are being conducted at the Mano River Union Lassa Fever Network in Sierra Leone. Tulane, under contract with the World Health Organization, implements the program in the Mano River Union countries (Sierra Leone, Liberia and Guinea) to develop national and regional prevention and control strategies for Lassa fever and other important regional diseases.

“Clinical testing on the new recombinant technology demonstrates that our collaboration is working,” says Douglass Simpson, president of Corgenix. “We have combined the skills of different parties, resulting in development of some remarkable test kits in a surprisingly short period of time. As a group we intend to expand this program to address other important infectious agents with both clinical health issues and threat of bioterrorism such as ebola.”

The third document is found on the Sierra Leone Ministry of Health and Sanitation Facebook page (no login required), dated July 23 at 1:35pm. It lays out emergency measures to be taken. We find this curious statement: “Tulane University to stop Ebola testing during the current Ebola outbreak.”

Why? Are the tests issuing false results? Are they frightening the population? Have Tulane researchers done something to endanger public health?

In addition to an investigation of these matters, another probe needs to be launched into all vaccine campaigns in the Ebola Zone. For example. HPV vaccine programs have been ongoing. Vials of vaccine must be tested to discover ALL ingredients. Additionally, it’s well known that giving vaccines to people whose immune systems are already severely compromised is dangerous and deadly.
