Denver Ex-Cop Says He Was Fired for Refusing to Destroy Video Evidence of Abuse of Inmate

CBS4 has learned that an internal investigation is underway into the interim head of the Denver Sheriff Department, Elias Diggins, and the captain in charge of the Denver Sheriff’s Internal Affairs Bureau after an internal affairs investigator blew the whistle, saying he was ordered to destroy a videotape that showed an inmate being humiliated and degraded.

Miller said he was assigned to investigate several complaints filed by jail inmate Christopher Colbruno. Earlier this month, he was assigned yet another case involving Colbruno. Sheriff’s deputies were transporting Colbruno to Denver Health Medical Center for medical attention, but at some point Colbruno defecated on himself and his jail clothing. Before entering the hospital , deputies removed Colbruno’s clothing and walked him through hospital hallways wearing only handcuffs, but no clothing.

Personnel at Denver Health Medical Center felt the inmate had been subjected to inhumane and degrading treatment by being forced to walk nude through the hospital hallways so they filed a complaint with the Denver Sheriff Department. The complaint was assigned to Miller. On May 11, Miller and a second investigator traveled to Denver Health Medical Center to obtain a copy of hospital videotape showing Colbruno in the hospital.

When he returned to his office with the tape, Miller said he was approached by Captain Paul Ortega, who leads the Sheriff Department’s internal affairs bureau.

“He asked me if I had uploaded this video yet and I told him I had not and told me,’good, don’t do that because they’re making that go away, it’s not going to be a case anymore.’”

An unarmed black 18-year-old accused of shoplifting was killed by a police officer in Virginia who had been barred from patrolling city streets for almost three years after fatally shooting another unarmed man.

William Chapman was shot dead by Stephen Rankin, a white Portsmouth police officer, during a struggle in a Walmart parking lot. Rankin, 35, a US navy veteran trained in martial arts, was once disciplined for posting violent remarks and Nazi images online.

Chapman’s family likened his death to that of Michael Brown, another unarmed black 18-year-old who was suspected of a theft and shot dead following a struggle with a white officer. Brown’s death last year in Ferguson unleashed nationwide protests.

But they noted with disappointment that Chapman’s killing in April barely registered among activists and the media. “I feel alone,” said Chapman’s mother, Sallie. “Because my son is gone and because nobody is trying to help me understand why.”

The Virginia chief medical examiner’s office said in a statement only that the cause of Chapman’s death was “gunshot wounds of face and chest”. Chapman’s mother said his hands were also wounded in the encounter, a claim supported by photographs of his body reviewed by the Guardian.
Chiefs only allowed Rankin to return to frontline policing in March last year, almost three years after he killed an unarmed 26-year-old Kazakh immigrant in February 2011. Rankin was later found to have insulted the man and his family in other online postings.

A sergeant in the department at the time told the Guardian that senior commanders were formally warned by one of Rankin’s supervisors weeks before his first fatal shooting that he was “dangerous” and likely to cause someone harm.

A "lewd and disgusting" Las Vegas police officer pulled down a woman's pants and photographed her and then exposed himself, she claims in court.

     Sasha Boseke sued Las Vegas Metropolitan Police Department and its Officer Solomon Coleman in Federal Court.

     Coleman was charged with six gross misdemeanors and is scheduled for trial on June 29 .

     Boseke says she called police on June 1, 2013, after a "domestic incident" with her boyfriend, who was arrested and jailed.

     Coleman responded to her 911 call with other officers, and remained at her home after the others left, Boseke says in her May 27 lawsuit.

     A female officer already had taken photos of the injuries her boyfriend inflicted, Boseke says. When the other officers left, she claims, Coleman followed her to her bedroom and told her to pull down her shorts so he could see the bruises.

     When Boseke "refused to pull down her shorts or expose her body," Coleman "forcefully pulled down plaintiff's shorts and undergarments, and, further, told plaintiff to lean over her bed, which exposed her nude body" to him, she says.

     While she bent over her bed, nude from the waist down, "Coleman took photographs of her nude body with a cell phone camera," without her consent, according to the complaint.

     Coleman then "exposed his penis to plaintiff and made lewd and vile remarks" to her, she says.

     "At no time did plaintiff consent in any manner to the lewd and disgusting conduct of defendant Coleman, nor did plaintiff engage in any consensual sexual activity with defendant Coleman," Boseke says in the complaint.

     But Coleman told her, "he had to leave but that he would return that evening," according to the complaint.

     When he did return, Boseke says, she refused to let him in, called the police and reported him.

NYPD's "Citywide Debriefing Team" targets Muslims who get arrested—limousine drivers, food cart vendors, students—and tries to recruit them to spy in America. Prisoners are asked to spy on Muslim-owned cafes, restaurants, and mosques after they are released.

One man was a food cart vendor from Afghanistan, arrested during an argument with a parking enforcement officer over a ticket. Another was an Egyptian-born limousine driver, picked up in a prostitution sting. Still another was an accounting student from Pakistan, in custody for driving without a valid license.

The men, all Muslim immigrants, went through similar ordeals: Waiting in a New York station house cell or a lockup facility, expecting to be arraigned, only to be pulled aside and questioned by detectives. The queries were not about the charges against them, but about where they went to mosque and what their prayer habits were. Eventually, the detectives got to the point: Would they work for the police, eavesdropping in Muslim cafes and restaurants, or in mosques?

Beginning a few years after the terrorist attacks on Sept. 11, 2001, a squad of detectives, known as the Citywide Debriefing Team, has combed the city’s jails for immigrants — predominantly Muslims — who might be persuaded to become police informants, according to documents obtained by The New York Times, along with interviews with former members of the unit and senior police officials.

Last month, the Police Department announced it had disbanded a controversial surveillance unit that had sent plainclothes detectives into Muslim communities to listen in on conversations and build detailed files on where people ate, prayed and shopped. But the continuing work of the debriefing team shows that the department has not backed away from other counterterrorism initiatives that it created in the years after the Sept. 11 attacks.

A suburban Detroit police officer admitted he asked a mentally ill black man to sing and dance and video recorded the incident.

Videos and and photos with degrading portrayals of black men were submitted earlier this month to the blog, Motor City Muckraker, purportedly from officers who disseminated them to friends and colleagues in the upper class, majority-white Michigan suburb of Grosse Pointe Park. One video portrayed a voice alleged to be an officer asking black men to do humiliating tasks, including “dance like a chimp.” In another incident, an officer allegedly texted a photo of a black man in the back of his trailer with the text, “Gotta love the coloreds.” The journalist, Steve Neavling, told the Huffington Post that he has more than a dozen videos shot by officers, but has not shared most of them because of their “humiliating nature.”
